Indigenous and Pacific Gateway workshop

DRAFT  - Tamaki Makau Rau Resolution 2007

Request for endorsement by conference participants

We, the original inhabitants and other supporters who attended the Indigenous and Pacific Gateway workshop ask you, the participants of the inaugural Oceania Conference on Tobacco Control to support the resolutions for action and the principles described within this declaration.

Statement/Preamble

We, the Peoples who identify as the original inhabitants of the lands of Oceania and the Pacific, and supporters who attended the Indigenous and Pacific Gateway workshop of the inaugural Oceania Conference on Tobacco Control note:

  • The unequal and detrimental impact of manufactured tobacco products on the health, economic and cultural wellbeing of the original inhabitants compared to other populations within the Pacific/Oceania].

  • That the regional and global spread of the promotion and sale of manufactured tobacco products among original inhabitants is a form of exploitation.

  • That working together as original inhabitants with the support of, and in collaboration with government and non-government organisations will give a stronger and focused means of countering the activities by tobacco companies to promote and sell their products.

  • The experiences of original inhabitants with the use of tobacco products are both diverse and similar, however we strongly oppose the promulgation of manufactured tobacco products upon our peoples.

  • That some original inhabitants have traditional practices in relation to tobacco use that are to be safe guarded.

  • The Framework Convention on Tobacco Control makes specific provisions regarding the needs of and obligations to Indigenous peoples.

Resolutions for action

Gateway workshop attendees resolve to:

  • Support existing indigenous peoples declarations made at the 2005 Australian Tobacco Control Conference and the 2006 World Conference on Tobacco or Health.

  • Support and continue to develop the international network of Indigenous Peoples Forum on Tobacco Use through the establishment of a working group.

  • To establish a Pacific Tobacco control network with the aims of:
    - Sharing experiences, knowledge, ideas and resources
    - Promoting collaboration on regional interventions
    - Enhance capacity of participating members
    - Raise awareness of tobacco use issued faced by Pacific peoples.

  • Seek funding to support the work of the Indigenous Peoples Forum on Tobacco Use and the Pacific Tobacco Control network. In particular, we endorse the recent funding proposal to the Bloomberg Fund Grant Scheme initiated by the Secretariat of the Pacific Community for the establishment of a Pacific Network.
