All villages in Tokelau have employees, both permanent and casual of the (Tokelau Public Service) TPS . Employees of the TPS are involved in the public works schemes, health, education and agriculture. Every male and female in Tokelau, who is not employed, too old, sick or disabled, can join the Taupulega village workforce.

In 1996 census there were 867 people 15 years and older, 418 men and 449 women. Sixty-eight percent of them were economically active (in the labour force), 85 per cent of the male and 52 per cent of the female population.

These percentages were considerably higher in 1991, when 77 per cent of the population 15 years and above were in the labour force (89 per cent males and 66 percent per cent of the female).

There has been a decrease of 105 people in labour force since the 1991 census. Twenty male and eighty-five women. Inactive population also increased between 1991 and 1996.

A comparison by gender of the 1996 information reveals that, 60 per cent of the labour force were men and only 32 per cent are women. On the other hand, 75 per cent of the unpaid labour force and almost 80 per cent of those not in the labour force were women.
