Although the living standard in Tokelau is improving compared to past years, access to improved drinking water is decreasing from 1996 to 2001. The only potential reason was the water tank development program funded by the NZAid is still in progress. Most family's water tanks are still under constructions forcing them to share drinking water tanks with other families. Another, alternative they use 200liters drums to collect rain water for consumption although this method is rarely used these days. 

However, in real life situation in Tokelau, every aspects of life is improving a lot. All these are made possible by more and more outside assistance to the island, and effective awareness programs conducted by concerned government departments and non government institutions.
