He joined SPC in 1990 as the Fisheries Training Officer and was subsequently appointed Fisheries Education and Training Adviser in 1995 then, in 2006, Nearshore Fisheries Development Adviser .

His main tasks are to plan fisheries and human resource development in member countries and territories and identify funding for and coordinate activities of the Nearshore Fisheries Development Section (NFDS) including technical assistance, development projects and training programmes for the subsistence, artisanal and industrial fishing sectors in Pacific Island countries and territories. His focus, as well as that of the Section, is currently on alternative activities to provide Pacific Island communities with increased food security and better livelihoods in response to the threats of resource over-exploitation and climate change. Michel oversees a team of four professional staff and one project assistant.
