Information:

Phil joined SPC in early 2015 as an Economic Officer (Fisheries) in the Nearshore Fisheries Development Section. Phil is primarily responsible for the delivery of economic evaluations of projects and policies, and provides technical assistance and advice to countries. He also leads the financial and business training for small-scale fishers and fisheries officers.


Phil previously worked for the UK’s International Climate Fund (part of UK Aid), leading the analytical team within the UK’s Department of Energy and Climate Change (DECC) specialising in economic analysis and policy advice for natural resource and mitigation projects.


During his time at DECC, he also led the cross-Whitehall analysis for the UK government in the EU 2030 Climate and Energy Framework, including accompanying diplomatic missions. Previously he has worked on independent reviews of UK government policy, EU agricultural policy, evaluations of the effectiveness of foundations’ development programmes, economic modelling for large infrastructure programmes and others.


Phil holds a PhD from the University of York (UK), entitled “Climate Adaptation in Agriculture; Case Studies of Nigeria and Uganda”. During which time he has spent time working with communities in both Nigeria and Uganda examining the economic behaviour of decision making under uncertainty and the impact of information on this.
