Construction Certifier for refurbishment and construction works in Kiribati and Samoa

 RESPONSIBILITIES

In order to facilitate refurbishment and construction works in Kiribati and Samoa, sub-recipients of grant funds managed by the Secretariat of the Pacific Community (SPC) on behalf of the Pacific Islands Regional Multi-country Coordinating Mechanism, SPC requires the assistance of either one or two licensed Construction Certifier(s) to provide quality assurance services in regard to the planned refurbishment and construction of a number of HIV and STI clinics by the national HIV and STI programmes in Kiribati and Samoa. The consultant(s) will be responsible to the Grants Manager and will work closely with the HIV Operations Coordinator, the Coordinator – Procurement and Supply Chain Management and the STI Treatment Adviser for the production of deliverables as required in the attached terms of reference.

Advise on monitoring the vulnerability and adaptation of coastal fisheries to climate change

Introduction:

The Secretariat of the Pacific Community is implementing a project to develop sustainable systems for monitoring the impact of climate change on coastal fisheries in Pacific Island countries. The project aims to develop: (i) a practical monitoring programme that can separate the effects of climate change from other variables in coastal fisheries; (ii) develop tools to monitor the success of adaptation by coastal communities to climate change; and (iii) carry out field testing of these techniques in select Pacific Island Countries and Territories. Proposals are sought from suitably qualified consultants to assist with the design of these systems.
Detailed terms of reference:
Specifically the consultant will:

•    Review literature and consult with experts in the field to identify the information needed to monitor climate change impacts on coastal fisheries;

•    Identify organizations and individuals already working in this field in the Pacific Islands, analyse what they are doing and note the opportunities to build on existing work, while highlighting any important gaps;

•    Recommend priorities for data collection and analysis to be initiated by the project;

•    Identify locations and partners for field testing, with a view to developing sustainable arrangements after the end of the project.
The consultant will assist SPC to identify participants for a technical consultation of experts and submit details of contacts by mid-March. He/she will prepare a brief (not more than 30 page) report on his/her findings and will present this report to this meeting of experts in April/May. Following discussion and comments, he/she will submit a final report.
