The Education, Training and Human Development Division (ETHDD) comprises:

• the Education and Training Programme, which includes the Secretariat of the Pacific Board of Educational Assessment (SPBEA) and provides educational assessment services, training for community leaders, and technical and vocational education and training;
• the Human Development Programme, which works to mainstream issues relating to women and youth and to promote expressions of traditional culture;
• the Regional Rights Resource Team, which provides training, technical support, and policy and advocacy services in human rights;
• and the Regional Media Centre, which facilitates access to and use of communication media.
