Purpose
To develop community development facilitators and leaders equipped in flexible, responsive approaches to developing Pacific communities
Qualifications Title : Certificate in Applied Community Development and Management Level II & Level III
Qualifications Structure
Subjects Components Core - Community Development & Management (CD & M) focuses on best practice understandings of processes and approaches to community development Level II – minimum qualifying total of 55 credits
A Minimum total of 28 credits of which 20 credits from Level II and 4 credits from Level III taken from CD & M modules summed up below:
Level 2 – 8 modules 29 credits 165 hrs Level 3 - 10 modules 35 credits 213 hrs PLUS
Support (Feeder) Courses – focus on application of theory, processes and approaches to community development using Agriculture, Health & Nutrition, Households & Livelihoods modules
A total of 17 credits with a minimum of 14 credits from Level II or above from compulsory modules as per following:
o Agriculture Level 1 - 2 modules 2 credits 6 hrs Level II - 6 modules 14 credits 78 hrs Level III – 2 modules, 6 credits 24 hrs
o Health & Nutrition Level 1 – 3 modules 6 credit 30 hrs Level II – 4 modules 9 credits 60 hrs Level III – 2 modules, 7 credits, 70 hrs
o Households & Livelihood
Level II – 3 modules 6 credits 40 hrs Level III – 1 module 4 credits, 20 hrs PLUS
Support Skills – electives include Graphics, Basic accounting for Non accountants, Introduction to Microenterprise, Basic Radio, Breads and Pastries, Tailoring
A minimum of 10 credits from the following Skills Bands AND Electives
Band A - Multimedia • Basic Graphics 30 hrs Level I – 3 modules 3 credits • Basic Radio Programming/Production 30 hrs Level 2 – 4 modules 4 credits Band B - Enterprise • Basic Accounting for non-accountants 30 hrs Level 1, 3 modules, 4 credits • Food Processing (30 hrs) Level 1 – 1 module, 1 credit Level 2 – 2 modules, 2 credits
A minimum of 10 credits from any two electives
Microenterprise (60 hrs) 1 module Level 1, 1 credit 10 hrs 2 modules, Level 2 - 5 credits 50 hrs
Breads and pastries (60 hrs) 2 modules, Level 2 - 6 credits 60 hrs
Tailoring (60 hrs) 2 modules, Level 1 – 4 credits, 20 hrs 2 modules, Level 2 - 8 credits, 40 hrs
Screen Printing/Fabric Arts (60 hrs) Level 1 – 6 credits – 10 hrs Level 2 - 9 credits, 50 hrs
Basic Radio Studio Operations (60 hrs) 3 modules, Level 3, 4 credits

Qualifications Outcomes By the end of this programme, graduates will demonstrate understandings of community developing issues facing Pacific communities, and a range of development and management skills and approaches in planning, communication, situation analysis, working with groups and communities, projects development, evaluation and monitoring. In addition, they demonstrate some practical skills for community livelihoods and strategies to cope with a range of specific community needs.
Content This programme enhances participants knowledge in community development issues both current and emerging, appropriate community development processes, approaches, strategies and skills to enable them to be effective community workers, trainers and leaders. It involves a two weeks of practical living in a community setting where they are required to demonstrate their understanding of issues faced by the community by using participatory and learning approaches, processes and skills to help communities effectively contribute to their own development needs.
Credit Requirements
Total – 55 for Level II; 70 credits for Level III
Level II qualification – 55 total credits - minimum of 28 credits from Level II or above from CD &M (core) - Total of 17 credits from support courses of which 14 is from level II or above - Total of 10 credits from short courses at Band A and B or at least two electives
Level III qualifications – 70 credits - Minimum of 45 credits from CD & M of which - 35 is from Level III or above for CDM specialisation, and 10 from Level II - 20 from Level II or above from CDM if you specialise in other subfields - Minimum of 20 from feeder courses of which 15 is from Level III or above - Any other credits from generic areas at Level II or above
Assessment Requirements :Participants must all achieve the required assessments tasks as per assessment schedule for each course to achieve the credits and these will appear in an official Record of Learning showing grade of achievement and credits.
Quality Assurance Body : Fiji National Qualifications Authority/SPC
Entry Requirements : Applicants must meet the general or discretionary admission requirements as well as English language proficiency entry requirements set out in the CETC website.
Transition Arrangements : The standards used for this qualification is valid for a period of 3 years pending review. Candidates for this qualification may claim exemptions from standards and/or credits from those listed above using form E1 provided in the CETC website to apply. Exemptions will not appear on the Record of Learning.
Accreditation Arrangements : Credits gained for a standard may be used only once to meet the requirements of this qualification. To be awarded the LII certificate, a total of 55 credits as per required; and Level III, a total of 70 credits as per required are needed.
Moderation Requirements : Internal and external moderations will be undertaken. Internal moderation will include random checks of assessment products (evidence) and records by Head as to validity, reliability, authenticity, and sufficiency of evidence. External moderation can be done by external assessors through scheduled arrangements using assessment and moderation logs.
Certification : This certificate will display the logos of FNQA/SPC
