Tangata Vainerere, Coordinator
Tangata is a Cook Islander and was appointed Interim PPAPD Coordinator in July 2007, taking over from SPC’s Adolescent Health Development Adviser, Dr. Rufina Latu, who oversaw the running ofthe program following the departure of former Coordinator Ms Meri Tuiloma-Mudaliar of Fiji who held the position from May 2005 to May 2007. He took on the role of Coordinator for the new joint PPAPD-FPOCC Secretariat in January 2008 and is currently based at SPC headquarters in Noumea, New Caledonia.
Tangata previously served as Head of the Pacific Youth Bureau and Youth Development Adviser for the Secretariat of the Pacific Community, 1998-2007 (with a stint as Acting Women's Development Adviser and Head of the SPC Pacific Women's Bureau in 2000); Regional Director of the Commonwealth Youth Programme, South Pacific Centre, 1994-1998; Director of Administration for the Cook Islands Ministry of Education, 1993-1994; Director of Community Development for the Ministry of Internal Affairs, Cook Islands 1986-1989. Prior to these key appointments Tangata was a Primary School Teacher at the Nikao Primary School, Rarotonga (1980) and Youth Officer with the Department of Internal Affairs, Rarotonga (1981-1986).
Tangata holds a Bachelor of Arts Degree in Public Administration from RMIT University in Victoria, Australia (1993), and is completing a Master of Arts Degree in Public Sector Leadership through Griffith University in Queensland, Australia. Some of his professional development accomplishments include a Trained Teachers Diploma (Cook Islands Teachers College - 1980); Commonwealth Diploma in Youth and Development (Commonwealth Youth Programme, Fiji - 1982); Certificate in Development Administration (International Training Institute, Sydney - 1986); Certificate IV - Assessment and Workplace Training, Australian Institute of Technology, Queensland - 2004); Certificate in Legislative Drafting for Democratic Social Change (Boston University School of Law, Massachusetts - 2005); Certificate of Completion in Global Health - Monitoring & Evaluation Fundamentals (USAID/Johns Hopkins University School of Public Health - 2006); Certificates of Completion in Global Health - Population, Health and Environment Basics; Youth Reproductive Health (USAID/Johns Hopkins University School of Public Health - 2008) and a Political Advisers' Course Certificate (University of Sydney Graduate School of Government and Australian Labor Party International Projects, Sydney, Australia, 2009).
Over the past twenty years Tangata built upon his diverse personal and educational backgrounds by developing expertise in Educational Management; Policy Analysis & Development; Leadership Development; Design and Delivery of Training for Adult Learners; Gender Planning; and Project Development and Management.
Alifereti Bulivou, Project Officer
Alifereti, a versatile 39 year old Fiji Islander joins the PPAPD-FPOCC Secretariat as from 28 July 2008. He is based at the SPC Suva Regional Office in Nabua, Suva, Fiji Islands.
After serving in various roles in the Parliament of Fiji over the past 15 years, Alifereti brings to this newly created position a wealth of parliamentary experience that will serve him well in his new role. He is well known within Parliamentary circles both within the Pacific and in the wider international arena.
In 1986 Alifereti was posted to the Fiji Prison Department as a Clerical Officer. He moved to the Public Service Commission in 1988 and served as Clerical Officer and Senior Clerical Officer in the later part of his term with the PSC. In 1992 he was appointed Senior Clerical Officer with the Parliament of Fiji. He spent a year as Executive Officer of the National Archives of Fiji from 1994 to 1995. Between 1995 and 2006 Alifereti served in various roles with the Parliament of Fiji including Senior Protocol & Inter-Parliamentary Affairs Officer, Acting Senior Media & Public Affairs Officer, Administrative Officer – Journals, and Executive Officer – Administration. From 26th September, 2000 – 12th July, 2001, he was seconded to the position of Administrative Officer (Project) with the Fiji Constitution Review Commission that was appointed to review the 1997 Constitution of Fiji. From May 2006 to 30th January 2008 he served as Programme Manager of the UNDP-funded Fiji Parliament Institutional Strengthening Project. With the closure of the project, he was appointed as Senior Administrative Officer in the Parliament of Fiji – responsible for the supervision of the Corporate Services Division.
Alifereti’s tertiary education pursuits included Graduate Certificate In Management and Post Graduate Diploma in Management through the University of Sunshine Coast/Southern Cross University, Australia. His professional development attainments include Parliamentary Administration Course – Royal Institute of Public Administration (RIPA), London, United Kingdom (2002); Regional Management Training on Advocacy for National Parliamentary Committees and Parliament staff on Population and Development issues – Asian Forum of Parliamentarians on Population and Development (AFPPD), Bangkok, Thailand (2003); Regional Management Training on Management, Monitoring and Evaluation for National Parliamentary Committees and Parliament staff on Population and Development issues – Asian Forum of Parliamentarians on Population and Development (AFPPD), Bangkok, Thailand (2004); Professional Development Course on Effective Meetings – University of the South Pacific, Fiji (2004); Leadership Training Programme – University of the South Pacific USP (2006); Executive Power and the Battle for Parliamentary Confidence in the Pacific Islands – Emalus Campus, Port Vila, Vanuatu (2007). He also completed professional development attachments with the New Zealand Parliament, Wellington (1999) and the House of Commons & House of Lords – London, United Kingdom (2005).
Alifereti’s interests include tennis and travelling.
Adelle Khan, Project Assistant
Adelle is a Fiji Islander with a dual role within the Secretariat and is based at SPC Regional Office at Nabua in Suva, Fiji Islands. She was originally employed as Office Assistant for the UNFPA-SPC Adolescent Health and Development Project from May 2007 and has now taken on the additional responsibility of providing administrative services for the PPAPD-FPOCC Secretariat as from January 2008.
Adelle brings to the Secretariat essential skills gained from fifteen years of service in various roles in the Business and Social Development Sectors in Fiji. Her previous appointments include Owner of the Gallery Takeetai in Fiji, 2006-2007; Regional Programme Administrator with the Fiji Women’s Crisis Centre, 1997-2004; Pacific Regional Training Workshop Coordinator for ECPAT International, 2003; Accounts Executive at Associated Media Ltd, 1995-1996; and Accounts Clerk for Asia Pacific Ltd, 1994-1995.
Adelle successfully completed the Fiji Seventh Form Exam through Yat Sen Secondary School in 1992. Adelle has excellent communication skills and is an enthusiastic team player with extensive experience in Office Management and Administration. She is well versed and has a sound appreciation of Pacific cultures having worked in multicultural environments for the past 14 years.
Shamim Ali, Finance Assistant
Shamim Ali is a Fiji Islander and he joined the PPAPD-FPOCC Secretariat on 6th October 2008 in the capacity of Finance Assistant based at the SPC Suva Regional Office in Nabua, Suva, Fiji Islands.
Shamim Ali has a comprehensive six years of work experience in the Administration and Finance department for various organizations. He has served for The Uprising Beach Resort as a Resort Accountant, The Wakaya Group of Companies as an Island Accountant, New Zealand Pacific Training Centre as an Accountant/Lecturer (Central Division), Eagle Ridge Investments Limited as an Assistant Accountant and Accounts Officer for Lincoln Refrigeration Limited ( Appointed by BDO Zarin Ali Accountants & Consultants) .
Shamim Ali has successfully completed his Diploma in Business Studies-Accounting / Certificate in Business Studies- Banking at the Fiji Institute of Technology. He is well versed with various Accounting Software Packages and Accounting Standards. With various work exposure in Tourism & Commercial Industries, he brings with him a wealth of knowledge in conducting day to day transactions and liaising with different individuals. This sets him a firm platform which enables him to comprehensively and accurately carry out his duties.
His dedication and commitment to excellence and accountability makes him a valuable asset to Secretariat of the Pacific Community.
