Each of the three regional Funding Partners support PICTs in their attainment of improved disease specific and health outcomes, and the Millenium Development Goals, through direct grants and/or financial contributions to SPC's Regional Technical Support and Capacity Building partners. Good governance, and overall programme oversight is assured through the various reporting frameworks adopted by each of the Funding Partners. These include, the formation of independent oversight mechanisms or committees, a 'Fund Manager' who oversees SPC's grant management systems at the Funding Partner level, and routine indpendent programme review. Together, the Funding Partners provide financial support to more than 30 national PICT disease specific programmes, 10 regional partners (including WHO, UNFPA, UNAIDS, IFRC, Marie Stopes International), and approximately 10 not-for-profit in-country community based organizations. Understandibly, each funding partner is focused on ensuring that funding is used in a transparent manner, to achieve the outcomes and impact proposed when first requested. SPC's role, as the overall grant manager of each of the three funding streams, is ensure that 'performance based financing'** principles form the basis upon which implementation of Regional Strategies take place. Oversight and management of these grants is undertaken having regard to specific aspects of the Pacific context, including vast distances, limited access to electronic communications, and data collection that must often be paper based. The principles of Performance Basd Financing ensure that ongoing funding is available to support ongoing strong performance.
