The purpose of this Youth
Stakeholders’ Coordination meeting is to
discuss areas for improving coordination
between regional, international, civil
society organizations, donors and inter-governmental
agencies at the regional level.

coordination de toutes les parties
prenantes à l’échelon régional :
organisations régionales,
internationales, de la société civile,
bailleurs de fonds et organisations
intergouvernementales.

The Pacific Plan for Strengthening
Regional Cooperation and Integration
The Pacific Plan was endorsed by
Leaders at the Pacific Islands Forum
meeting in October 2005. It is a
‘living’ document ensuring flexibility
so that the Vision of the Leaders and
the goal of regional integration extend
far into the future. This revised
version of the Pacific Plan follows
decisions taken by Leaders at the Forum
meeting in October 2006 where they
welcomed the considerable progress made
in implementing the Pacific Plan, noted
the key challenges that need to be
overcome in order for the Plan to
continue to be effectively implemented,
and agreed on a number of key
commitments in order to move the Plan
forward.

The Commonwealth Plan of Action for
Youth Empowerment
2007-2015
'With roughly half the
Commonwealth’s population aged under 24
years of age (closer to three-quarters
in many of our developing member
countries), youth issues in development
are more relevant to the Commonwealth
than to many others and are more urgent
than ever.'

The Pacific Youth Strategy
'At their 2004 meeting in Auckland, New
Zealand, Pacific leaders agreed to
‘listen to the needs and aspirations of
the burgeoning population of young
people in the region, and recognise the
impact of bigger and more youthful
populations on the resources required
for education and vocational training,
health care, and job opportunities’.'

The Pacific Youth Charter
'We, the 1000 young representatives of
25 countries and territories of the
Pacific, came together in Tahiti from 17
to 22 July 2006 for the occasion of the
1st Pacific Youth Festival. During an
entire week, we had the opportunity to
reflect, interact and debate through
workshops, conferences and seminars
addressing nine themes of crucial
importance for the development of our
region, the Pacific. The Pacific Youth
Charter is the outcome of this gathering'

The State of Pacific Youth Report 2005
UNICEF Pacific, the Secretariat of the
Pacific Community and the UNFPA Office
for the Pacific take this opportunity to
present the State of Pacific Youth
report 2005, initiated as collaborative
effort to reflect the new partnership
between the three agencies on Adolescent
Health and Development.

The Human Development Programme
Strategic Programme Plan (2008-2012)
The Human Development
Programme (HDP) is part of the Social
Resources Division of SPC. It was formed
by a merger of the Community Education
and Training Centre (CETC), and the
former Cultural Affairs Programme,
Pacific Youth Bureau and Pacific Women’s
Bureau. This strategic plan is based on
the outcomes of the Human Development
Programme Planning Meeting that was held
in January 2007 and brought together
representatives of governments, civil
society, development partners and SPC
stakeholders to map out the direction of
HDP for 2008–2012.

The Pacific Youth Statement on the
Pacific Plan
We, the youth of thirteen Pacific Island
Countries convened at
the Pacific Youth Summit for the
Millennium Development Goals
at Tofamamao, Apia, Samoa from 9-12 May
2005 commend the
Pacific Islands Forum Leaders for their
vision of a Pacific Plan to
guide progress, for a more prosperous
future for the Pacific
island region. In particular, we welcome
the four goals, of
economic growth, sustainable development,
good governance
and security which will deliver tangible
benefits to the people and communities
of the Pacific region.
