Palau, in its effort to strengthen the practice and preservation of its culture, will develop a National Cultural Policy. The policy will help to ensure the protection and promotion of the culture of the culture. This project is supported by the Secretariat of the Pacific Community through European Union funding, and administered and managed by the Bureau of Arts and Culture, under the Ministry of Community and Cultural Affairs.

The project has three phases. The first is cultural mapping, which is the focus of this report and leads to the second phase of cultural planning and then, as a result of both these activities, a national cultural policy will be developed in the third phase. The national policy willprovide guidance for strengthening the cultural sector, which includes the government, nongovernmentalorganizations (NGOs), civil society, the traditional system, and the grassroots in our communities.

This report is the culmination of a ‘mapping of culture’ exercise undertaken in Solomon Islands during the last quarter of 2010. The exercise involved field studies in Guadalcanal and the provincial headquarters of Malaita, Ysabel, Western Province, Makira and Temotu (respectively, Auki, Buala, Gizo, Kirakira and Lata). The report focuses on key components of the cultural sector that need to be addressed in a national policy and legislative framework.

In 2010, the Institute of Education (IOE) at the University of the South Pacific (USP) was
awarded a contract to carry out a project on cultural mapping, planning and policy
development. The project, facilitated by the Secretariat of the Pacific Community (SPC), is funded by the European Union and is being conducted in five other countries in the region.
The participation of Tonga in this regional initiative was at the request of the Tonga Ministry of Education, Women Affairs and Culture (MEWAC). As such, the cultural mapping, planning and policy (CMPP) process for Tonga is a collaboration between MEWAC and the IOE.

This report presents findings from the cultural mapping process of the project. The purpose of the report is to assist the National Task Force on Cultural Planning and Policy in developing a cultural plan and policy for Tonga.

Le Guide de cartographie, de planification et d’élaboration de politiques culturelles en Océanie, fait suite à l’atelier sur les orientations en matière de cartographie, de planification et d’élaboration de politiques culturelles, organisé à l’intention des membres du Conseil des arts et de la culture du Pacifique en mars 2010, au siège de la CPS, à Nouméa (Nouvelle-Calédonie). Il s’agissait de la première activité menée dans le cadre du projet Structuration du secteur culturel océanien en vue d’améliorer le développement humain, géré par le Département développement humain de la CPS et financé par la Commission européenne. Ce projet cible quatre domaines spécifiques de la culture, qui sont malgré tout complémentaires et interdépendants, à savoir : l’élaboration de politiques, la promotion des industries culturelles, la préservation du patrimoine culturel et le renforcement des relations culturelles au sein des pays d’Afrique, des Caraïbes et du Pacifique (ACP).
