Progress in implementation of LRD Integrated Strategic Plan and 2008 HOAFS Recommendations
Objective 3 - Improved biosecurity and increased trade in agricultural and forestry products


Biosecurity and trade issues are of increasing economic and ecological significance. Globalisation has expanded the extent and complexity of world trade and the tourism market has expanded in the Pacific. These trends have led to the increased probability of the introduction, establishment and spread of non-native species, pests and diseases, whether by intentional or unintentional means. A major challenge for Pacific Island countries and territories (PICTs) is to improve and increase trade in agricultural and forestry products through expansion of current market access and to secure new niche and value added market opportunities for domestic and external trade. Appropriate market research and support are vitally important to ensure the availability of markets (and attractive prices) for exports, as are measures to provide adequate post-harvest facilities. Producers and exporters need to respond to demands for increasing product quality and safety.

The Land Resources Division (LRD) and Human Development Programme (HDP) of the Secretariat of the Pacific Community (SPC) recognise the need to enhance the participation of youth in agriculture as a means of improving livelihoods in the Pacific Island countries and territories (PICTs). As the Secretariat of the Pacific Agriculture and Forestry Policy Network (PAFPNet), LRD also recognises the importance of engaging young people in policy dialogue to ensure that policies reflect the needs of young people.

PROGRESS IN IMPLEMENTATION OF LRD INTEGRATED STRATEGIC PLAN AND 2008 HOAFS RECOMMENDATIONS

Objective 1 – Improved food and nutritional security

Traditionally, Pacific Island countries and territories (PICTs) achieved food security through sustainable agriculture and fishing practices and reliance on local staples, such as roots and tubers, bananas and breadfruit. In recent years, imported foods have contributed to the food supply, meeting a need for an increasing quantity and a greater variety of food.  The global food crisis highlighted how vulnerable the Pacific is as a result of its reliance on imported food. The escalating fuel prices experienced globally reinforced the Pacific’s vulnerability.  Environmental shocks also threaten food security. Climate change could result in increased intensity of cyclones, temperature variations and changes in rainfall patterns. All would have a significant impact on food production, threatening both the quantity and quality of the food supply. Consideration should also be given to factors that are not the direct result of climate change but are exacerbated by it, for example soil fertility, especially on atoll islands.
