More that half of its members are based in
PPHSN core-member countries and territories.
By spreading towards Australia, New Zealand,
the Philippines (WHO's Western Pacific
regional headquarters), Hawaii and the rest
of the United States of America, PacNet
draws almost 90 % of its members within the
Pacific rim. This is an essential
requirement for its effectiveness, that has
been recognised on several occasions.

The distribution of PacNet members according
to their participating institutions'
professional disciplines - in other words,
in terms of the type of resources which
could be made available to PPHSN - also
illustrates one reason of its effectiveness.
All the major domains covering the human,
technical and financial resources which
PPHSN requires to support the three
operational phases of outbreak prevention
and control are included: SPC member
countries and territories' health
departments (61%
of subscribers), international technical
organisations (mainly SPC and WHO), public
health laboratories, training institutions,
professional networks and funding agencies."

The number of messages posted to the list
varies according to the epidemic context in
the region. When an outbreak is suspected or
there is an epidemic threat to the region,
the flow of messages exchanged through
PacNet increases. When there is no threat,
the flow of messages decreases.
