By spreading towards Australia, New Zealand, the Philippines (WHO's Western Pacific regional headquarters), Hawaii and the rest of the United States of America, PacNet draws almost 90 % of its members within the Pacific rim. This is an essential requirement for its effectiveness, that has been recognised on several occasions.

The distribution of PacNet members according to their participating institutions' professional disciplines - in other words, in terms of the type of resources which could be made available to PPHSN - also illustrates one reason of its effectiveness. All the major domains covering the human, technical and financial resources which PPHSN requires to support the three operational phases of outbreak prevention and control are included: SPC member countries and territories' health departments (59% of subscribers), international technical organisations (mainly SPC and WHO), public health laboratories, training institutions, professional networks and funding agencies."
