Since the International Conference on Population and Development in September 1994, however, UNFPA concentrates its funding in three core areas:
(A) Reproductive Health and Family Planning - UNFPA supports quality family planning information and services at all levels of the health care system. Family planning is a central component of a reproductive health approach because it saves lives, particularly women's lives; it reduces reproductive tract infections; it prevents abortion; and it enables women and men to exercise their reproductive rights.
At the primary health care level, UNFPA supports a range of reproductive health interventions for example, prevention and treatment of reproductive tract infections; screening and prevention of infertility and sexually transmitted diseases (STDs), including HIV/AIDS; and screening for other reproductive health pathologies. In carrying out these activities, it works with: WHO; UNICEF; the World Bank; IPPF, the Population Council and various other population and women's NGOs, particularly at the local level.
Within reproductive health and family planning programmes, UNFPA gives special attention to adolescent reproductive health and to meeting the reproductive health needs of women in emergency situations, particularly their need for family planning. In accordance with paragraph 8.25 of the ICPD Programme of Action, UNFPA includes prevention of abortion and the management of consequences of abortion in its reproductive health package 2.
(B) Population and Development Strategies - UNFPA supports the development of national population policies as an integral components of sustainable development strategies, according to the priorities of each government, UNFPA finances efforts in the area of data collection and analysis; interdisciplinary research to clarify population linkages; and research leading to the elaboration of indicators for monitoring the impact of the programme. In its data collection activities, UNFPA ensures that all data are gender specific.
The Fund works with various partners in extending support in this area including the UN and the Regional Commisions, UNDP, ILO, UNESCO, the World Bank, and bilateral and inter-governmental organisations. Also, UNFPA maintains contact with academic groups and professional socieites2;
(C) Advocacy - As a follow up to the ICPD, UNFPA works with international organisations, governments and non-governmental organisations in all countries to convey a clear understanding of the messages of the Conference, to maintain political commitment and to mobilise the additional financial resources which will be needed to achieve ICPD goals.
