The Guam Coastal Management Program (GCMP) has received  100% Federal funding through US Department of Commerce, National Oceanic and Atmospheric Administration, annual formula grants to Guam since 1976 (currently,  $1,072,000 is approved for FY 2003).
 

Functions of the Guam Coastal Management Program

    Based on formal applications, GCMP certifies in writing that proposed federal actions and projects receiving federal funding or federal permits are consistent with Guam’s approved Coastal Management Program (GCMP).

   
Reviews and recommends actions on Guam Seashore Protection and Land Use Commission applications through the Application Review Committee.

    Coordinates federally funded projects on pollution control, environmental protection, natural and historic resources use and conservation, development  management, hazard management and planning.  A list of examples of projects includes:

   
1)    Researches information for and produces TV shows, newsletters, posters, publications, and public presentations for public education on coastal management issues;
   
2)    Networks with other government agencies and non-governmental organizations to coordinate activities and enhance related programs;
    3)   
Conducts Guam Federal Application Clearinghouse reviews for the Bureau of Statistics and Plans;
    4)    Assists with temporary Bureau of Statistics and Plans assignments such as Hazard Mitigation Program.

    Guam harbor contamination assessment and dredging policies with Water Energy and Resources Institute (WERI) and Guam Environmental Protection Agency (GEPA);
    Public Access to Public Resources Plan;
    Printing of Guam Water Quality Standards Regulations with Guam Environmental Protection Agency;
    Printing of Guam Soil Erosion and Sediment Control Regulations with Guam Environmental Protection Agency;
    Printing of Archeological posters for Parks & Recreation’s Historic Preservation;
 
    Revision and printing of Guam Wildlife and Marine Species Sheets for Dept. Agriculture;
    Guam Coral Reef Initiative start up with networked agencies;
    Ugum Watershed Management Plan with Agriculture, University of Guam and Guam Environmental Protection Agency;
    One-stop building permitting set-up with networked agencies;
    Provision of Global Positioning System (GPS) receivers to Department of Parks & Recreation Historic Preservation;
    Coral Reef Road Show village visits with Mayors and networked agencies;
    Installation and monitoring of an innovative septic tank system with Guam Environmental Protection Agency;
    Update of Guam Hazard Mitigation Plan;
    Monitoring of groundwater discharges at Tumon with Guam Environmental Protection Agency.
