RESCCUE is implemented by SPC, and is based on implementing agreements signed between SPC and the five partner governments and administrations. Together, SPC and the governments/administrations contract so-called “operators” for the operational implementation of activities. The operators consist of consortiums of consultancies, civil society and research organisations have been selected through competitive Requests for Proposals.
Two levels of steering committees are set up:
- A regional steering committee, convened once a year, chaired by SPC with representatives from the 5 partner governments and administrations, the 5 operators, the Secretariat of the Pacific Regional Environment Programme (SPREP), the University of the South Pacific (USP), AFD and the INTEGRE project;
- National/provincial steering committees, convened twice a year, with the partner government / administration chairing, SPC, the operator, relevant sectoral administrations and AFD. These committees mainly aim at guiding and monitoring the work of the operators.
