Definition Number of times per day people are able to converse in their local language. Every day use is important depending on location and people - number of times used per day need to be defined by user.
Calculation/Formula Number times people are able to speak kastom/vernacular language per day regardless of where they speak
Unit of Measure Frequency
Range (eg Age) Those who are eligible to be asked the question - usually population 3-5 years of age and over
Assumptions That people are literate in that language and also assumes that frequency is per day and not week or year
Limitations The frequency of local language use is not a standard census question so does not get to be asked in many censuses
