Name Poverty Gap Ratio (MDG 1.2)
Definition Poverty gap is the mean shortfall of the total population from the poverty line (counting the non-poor as having zero shortfall), expressed as a percentage of the poverty line.
Calculation/Formula http://mdgs.un.org/unsd/mdg/Metadata.aspx
Assumptions This approach is only possible when countries maintain well defined urban and rural poverty lines and consumer price index series
Limitations There can be problems with comparability across countries and surveys, and the indicator does not factor intra-household inequality in the distribution of resources
Purpose/Rationale This measure reflects the depth of poverty as well as its incidence. Measures the difference between the poverty line and the average income of the population living below the national poverty line expressed as a fraction of the poverty line
