Enhancing Climate Action at COP27

Noumea

The road to COP27...

Egypt's COP27 presidency vision is to move from negotiations and planning to implementation. Now is the time for action on the ground. It is therefore incumbent upon us to move rapidly towards full, timely, inclusive, and at-scale action on the ground.

The agenda for COP27 includes four main items to be discussed:

  • Climate finance,
  • Adaptation,
  • Loss and damage, and
  • Increased ambition

The Pacific islands continue to feel the brunt of negative global warming impacts in terms of harsh weather conditions and extreme events, despite accounting for only around 0.03% of global carbon emissions. Rainfalls are more intense and flooding more widespread and intense in some parts of the Pacific, while other areas are experiencing intense droughts, shifting some fragile environments from being barely habitable to being uninhabitable. COP27 is an opportunity to enhance meaningful climate change measures being implemented worldwide, paving the way for a more resilient Pacific.

What is the Paris Agreement?

Adopted on 12 December 2015, the Paris Agreement came into effect on 4 November 2016; it has currently been ratified by 193 parties (192 countries and the European Union).

The Paris Agreement’s central aim is to strengthen the global response to the threat of climate change where countries agreed to cut greenhouse gas emissions with a view to ‘holding the increase in the global average temperature to well below 2°C above pre-industrial levels and pursuing efforts to limit the temperature increase to 1.5°C above pre-industrial levels’. It requires Parties to communicate a Nationally Determined Contribution (NDC) every five years, each time representing a progression from previous efforts and reflecting each country’s maximum ambition for addressing climate change based on its capacity.

14 Pacific Small Island Developing States (SIDS) have submitted NDCs aligned with the Sustainable Development Goals (SDGs), with the Republic of the Marshall Islands being the first country to submit an updated NDC in 2018.
