Mr. Subhash K Gupta has been appointed as the Director of Finance, at the Pacific Community (SPC). His appointment has formally taken effect on 5 October 2018.
Mr. Gupta brings significant high-level experience with systems, internal controls and strategic analysis, acquired through a career in the Finance and Development sectors.
He joins SPC from the United Nations, where he served first UNRWA and then UNFPA in senior roles. His 25 years serving in the UN has equipped him with the ability to perform effectively in HQ or Field operations, to seize opportunities for change and reforms and to bring significant improvements to business processes, working collaboratively with internal and external stakeholders. He has directed budgeting, financial accounting and management operations designed to assist in the delivery of country programmes.
His past positions entailed negotiation with donors including USAID, DFID, WB, EU as well as private sector partners. He has worked with various national governments in all regions addressing capacity building, governance, oversight, risk management, due diligence, and transparency.
Mr. Gupta holds a Bachelor of Commerce from the University of Delhi, India, CPA from USA, and a MBA from the University of Warwick, United Kingdom.
He is based at SPC’s Headquarters in Noumea, New Caledonia.
