Welcome to the Pacific Community (SPC) Strategic Plan page.

The Pacific Community’s Strategy 2022 – 2031  was endorsed at the 51st Committee of Representatives of Governments and Administrations (CRGA) in November 2021, and adopted at the 12th Conference.

Encouraged by the CRGA Subcommittee, the Secretariat continues to build its strategic foresight capability to better understand anticipated drivers of change, to analyse past and future trends, to explore different scenarios, and alternative and preferred futures for the Pacific Community.

Our journey followed a 5 phase approach to co-develop our 10-year strategy. Looking to the 2031 future, we are building our foresight and futures capability and applying foresight to our strategy development.

SPC continues to seek opportunities for engagement with members and stakeholders of the organisation. We will utilise dialogues, already appearing in members’ calendars, to further inform the implementation of our strategy.


This is a ‘living’ strategic plan which values transparency. It is important that it maintains relevance and utility for members, partners, and stakeholders. Socialising the strategic plan seeks to promote the attitudes, behaviours, knowledge, skills, and values required to successfully implement the strategic plan.

Activities and subsequent knowledge products will be developed and updated on this page.




An initial collection of resources and documented knowledge processes were created during the development of the strategy. These include members’ updates, consultation outcomes, engagement summaries, infographics and other useful documents that may be used by other stakeholders. The resources are provided in chronological order from the most recently released to the earliest.

The CRGA Subcommittee for the Strategic Plan is part of ongoing efforts to strengthen accountability and evidence-based decision-making in the Pacific Community, and to enable members to be more effectively engaged in steering the direction and priorities of their organisation. The CRGA Subcommittee assists the CRGA in its governance role of monitoring the implementation of the Pacific Community Strategic Plan and providing guidance to the Secretariat on its strategic direction.

The current Subcomittee members include; Australia, the Cook Islands, the Federated States of Micronesia, French Polynesia, Nauru, New Caledonia, New Zealand, Papua New Guinea, Samoa and Vanuatu.
