Birth registration is the first step toward legal identification and a foundation for human rights.

While many Pacific Island countries are achieving birth registration rates of 85% or higher, in Papua New Guinea only 13.4% of children aged under 5 had their birth registered with a civil authority (PNG Demographic and Health Survey 2016-18).
