We are pleased to announce the appointment of Ms Carlene Baugh as the Principal Strategic Programming Advisor.
Her appointment took place formally on the 9th of November 2017.
In addition to a degree majoring in business management, Carlene also holds several certifications including Development Evaluation and Systems Thinking Principles, Program Design and Management, Real World Evaluation Methodologies, Utilization focused evaluations Participatory methodologies.
Carlene comes with over 20 years of international development experience with 15 years’ experience as a senior international development specialist with a focus on the design, monitoring evaluation and learning. She has provided hands-on technical support to program design, implementation and evaluation stages of many international development programs for USAID, CHF International and Management Sciences for Health where she was responsible for strengthening the results management and learning functions at the organisational level. She has provided technical assistance for monitoring and evaluation performance, impact evaluation and assessments for diverse programs in Africa, Latin America and the Middle East.
Her responsibilities included leading a global monitoring and evaluation framework in close collaboration with multi-sectoral and integrating programming sectors and teams. She also led implementation research studies and analysis of a portfolio of projects in Haiti, Uganda and Nigeria to inform country strategies. She was also responsible for the development of M&E approaches, narratives and plans for programming design, piloting new organisational level methodologies in integrated and multi-sectoral programing including developing guidelines, learning and recommendations for organisational-wide roll-out. In addition to these, she co-developed and co-facilitated practical workshops for field project staff, which aimed to strengthen programming design, monitoring evaluation and learning and research practices and use of data for decision-making.
Carlene will be located at SPC’s regional office in Suva, Fiji.
