Ladies and gentlemen, esteemed guests and representatives of our dedicated government agencies, non-government organisations and community members.
I am honoured to welcome you to the commencement of a Tabletop Exercise on Uriia Turanga the third (Tropical Cyclone, Category 3).
This exercise is a significant milestone in our ongoing efforts to fortify the Cook Islands Emergency Management System.
Its overarching goal is to rigorously test and enhance preparedness for any disaster scenario, ensuring that we are ready to respond effectively and efficiently.
The key objectives of the exercise are as follows:
Evaluating, Revising and Improving Disaster Plans and Standard Operating Procedures. This exercise allows us to critically assess our Disaster Plans and Standard Operating Procedures.
By identifying and addressing any gaps, we aim to create more robust and effective plans that will safeguard our nation and its people.
Evacuation Emergency Operations Centre Activation and Early Warning Systems
This exercise will test the activation of our Government Emergency Operations Centre (EOC) and Early Warning Systems. This is crucial for ensuring timely and coordinated responses to any emergencies, helping to mitigate potential impacts on our communities.
Determining Gaps in Coordinated and Impact Assessments
A vital aspect of this exercise is to identify and address any gaps in coordination among various agencies and organisations.
Accurate and prompt assessments of disaster impacts are essential for an effective response, and we aim to enhance our capabilities in these areas.
Increasing Awareness of Disaster Response Procedures
It is essential that disaster response procedures are well-understood and inclusive, involving government agencies, non-government organisations, and marginalised groups such as women, people with disabilities and other vulnerable populations.
Through increased awareness, we strive for a comprehensive and inclusive approach to disaster management.

Cook Islands Disaster Risk Management Act & Policy
Our legislative framework, including the ongoing review and update of the Disaster Risk Management Act 2007, underpins this exercise. The functions of the Emergency Management Cook Island (EMCI) are central, encompassing coordination, planning and training to protect life, property and infrastructure.
National Security Policy
Strengthening our resilience to natural disasters is a key aspect of our national security. Professional assessments and effective protection, response and recoverty measures are crucial to safeguard our nation.
Our efforts are also bolstered by international partnerships and commitment, including:
NEMA-funded projects
These projects focus on strengthening partnerships, institutional arrangements for disaster risk management, and inter-agency coordination training, with a particular emphasis on our island communities.
SPC’s Pacific Islands Emergency Management Alliance (PIEMA) project
Supported by the governments of New Zealand and Australia, PIEMA is at the forefront of emergency and disaster management training across the Pacific. The focus is on building trust, leadership and teamwork within emergency management agencies, with a strong emphasis on gender diversity and empowerment.
In conclusion, Exercise Uriia Turanga, the third, is a critical component of our nation's strategy to enhance disaster preparedness and resilience.
It is a collaborative effort that involves all sectors of our society, from government agencies to community groups.
