The Pacific Heads of Veterinary and Animal Production Services (PHOVAPS) network, is the Pacific's key decision-making structure on issues relating to animal health, production, welfare, and biosecurity.
The PHOVAPS network comprises all 22 PICT members of the Pacific Community (SPC), Australian Department of Agriculture, Fisheries and Forestry (DAFF), New Zealand Ministry of Primary Industries (NZMPI) and includes technical partners such as SPC, World Organisation for Animal Health (WOAH), the Food and Agricultural Organization of the United Nations (FAO), the World Health Organization (WHO), reference animal health laboratories and other relevant regional and national development partners. Secretariat functions are provided by the SPC's Land Resources Division.
